Sambal Abhiyan empowers the specially-abled

It is important to have representation of all the sections of society, one important section of society is specially abled. Despite enjoying entitlements from various government departments, the specially-abled have to face numerous issues. It was herein that it was felt that all these government departments and schemes need to be converged for them to get the promised entitlements. Hence, it was decided to start Sambal Abhiyan. For this purpose, their certificates were to be made and issued because they were the basis for them to apply for various yojanas. For this, the medical department and health department conducted various camps wherein all the experts from multiple disciplines such as ophthalmologists, psychiatrists, and orthopaedics, ENT were brought and these certificates were made on the spot. The education department and ICDS department were tasked with surveying and ensuring all specially abled children joined Anganwadis and schools. Children got various entitlements from Anganwadis such as nutrition, dry ration, cooked food as well as take-home ration. Children admitted to schools got the benefit of scholarships. Children in need of care were treated under Rashtriya Bad Swasthya Karyakram. Under the Social Justice and Empowerment Department, the beneficiaries benefitted under Central and state specially abled pensions and scholarships. RDPRD and Urban Development departments along with PWD, and other engineering departments were told to ensure buildings are friendly with ramps etc. on suggestions from various departments egos and civil society organisations who have worked in this area were also roped in. ALIMCO, a GoI company has been contacted by district administration to give special equipments such as hearing aids, calipers etc.

Proposed departments whose welfare schemes were to be roped in were first called for consultation. A list was created of all possible government departments and schemes were detailed. In each of these programmes, specially-abled were contacted and encouraged to apply for these schemes. Also, other stakeholder consultation was done. NGOs working in the field of disability were also consulted. Elected representatives were involved in the process. Massive IEC programmes were conducted to make people aware of the rights and entitlements of the specially-abled. Thus all stakeholders have been converged to ensure benefits under all government schemes.

Earlier specially abled did not get entitlements in an integrated comprehensive manner. Many specially abled were denied rights as certificates were not processed on time. Many times experts were not available. So it was necessary to work in camp mode. In these camps, all specially abled people were encouraged to apply for certificates, and experts were present in the camps. Hence focus was on preparing these certificates and UDID cards on the spot.

Due to the convergent nature of the campaign, more than 5500 people are receiving pensions. More than 4400 cards have been issued. People have got their entitlements under pensions and scholarships. Many students have been integrated into the schools. Pendency in issuing disability certificates has been cleared. More than 3000 new specially abled have been identified in these camps and now follow-up camps are being organised for them. Buildings have become specially abled friendly. ALIMCO camps are being conducted to provide specially-abled with the equipment they need. Nearly 800 specially-abled have been identified who will be distributed equipment such as hearing aids, walking sticks, wheelchairs, motorised tricycles etc.
